Drug & Alcohol Testing Consortium
For 27 years, random drug and alcohol testing has been in place for commercial drivers. In 2020, the percentage of drivers subject to random testing for alcohol and drugs rose. Over time, reported drug use among drivers has declined.
All carriers with drivers holding CDLs must establish a thorough drug and alcohol testing program. Annually, they are required to randomly test 10% of their drivers for alcohol and 50% for drugs. Furthermore, companies must carry out pre-employment (drug only), post-accident, reasonable suspicion, return-to-duty, and follow-up tests. The incidence of drug use in the trucking industry is less than half that of other safety-sensitive workers who undergo testing.
Our office provides a drug and alcohol testing consortium that adheres to DOT standards. This consortium includes drivers from the U.S. and Canada. An economical annual fee per enrolled driver covers all random drug or drug and alcohol tests for the year, including the collection site, laboratory testing, and MRO fees. We can also assist with the required pre-employment drug testing. Collection sites are accessible across the U.S. and Canada.

Drivers with violations in the Drug and Alcohol Clearinghouse will not be allowed to operate CMVs until they finish the return-to-duty process. We are available to assist you with the required initial and annual Drug & Alcohol Clearinghouse checks.
Department of Transportation - DOT
Brokers can face fines of up to $10,000 if they participate in "double brokering" a load. This illegal practice involves acquiring loads from a load board and then brokering them to a carrier, resulting in significant penalties.
The FMCSA is strengthening the enforcement of English Language Proficiency standards for commercial drivers, which may result in immediate groundings for those who fail to meet the criteria.
Unified Carrier Registration - UCR fees for 2026 will stay unchanged following the 25% rise in 2025, which added between $9 and $9,000 per company, depending on fleet size.
The FMCSA is withdrawing the proposal for speed limiters on heavy-duty trucks. The FMCSA has chosen to retract the rulemaking that would have required speed limiters on these vehicles, due to concerns regarding safety and driver flexibility.
A new digital system for medical examiner's certification is being implemented by the FMCSA to improve safety and reduce fraud.
The FMCSA is moving away from using MC numbers and will instead use USDOT numbers as the sole identifier for all motor carriers, brokers, and freight forwarders. The primary reasons for this shift are to reduce fraud, streamline registration processes, and improve overall efficiency in the trucking industry.
The Department of Transportation (DOT) implemented a final rule effective June 1, 2023. This rule allows employers to utilize oral fluid drug testing as an alternative to urine drug testing. Furthermore, the final rule:
harmonizes with pertinent sections of the HHS oral fluid Mandatory Guidelines
clarifies certain Part 40 provisions that cover urine drug testing procedures
removes provisions that are no longer necessary
adds eight new definitions, clarifies language in definitions, and provides web links
updates provisions to address issues that have arisen in recent years
Implementing this change in drug testing will require time, as collection sites and laboratories need to be established to accommodate it. By June 30, 2025, no certified lab has yet been established to manage oral fluid drug testing as an alternative method to urine drug testing.
Make sure your drivers understand that using CBD products can result in a positive drug test, even if the product is legal in their state or they have a prescription for it.
Electronic Logging Devices - ELD
We offer a Geotab ELD device that adheres to Department of Transportation (DOT) standards and fulfills IFTA & IRP recordkeeping requirements. With this device, you won't need to gather and maintain your driver's trip reports and paper logbooks unless paper logbooks are required due to an ELD malfunction.
